What do I need to edit in the db_search.tpl to make Search Results appear above the search form?

sorry for a late reply.
To make Search Results appear above the search form you need to modify db_search.php file located at system/modules/classifieds/user/functions folder. You can change this file with the one I've attached. Hope this will help.
p.s. don't forget to back up you current file just in case.
