Dealers who subscribe aren't able to choose a membership plan. They can only subscribe to the default dealer membership plan that came with the software.

Yes, you right. Dealers can subscribe to only one plan that assigned for their group. If you want dealers to choose the plan on subscription page, you should add more than one plan to the "Dealers" user group in admin panel.
