Can one change the lists shown on the Home Page

For example can one show the Suburbs instead of States? 

I have a client who has a real estate office in one city and does nothing outside of it but the city has quite a few suburbs.

Sure, the Suburbs can be shown instead of States. You just need to replace the list at Admin Panel -> Listing Management -> Listing Fields -> press "Edit" opposite the "State" -> press the "Edit List Values" link.
